On April 28-29, the XIV General Assembly of the Northern Forum was held in Naryan-Mar in a hybrid format. On the first day of the assembly, a meeting of the Committee of Regional Coordinators was held.

Speeches were heard:

- Eduard Isakov, Representative of the Governor of the Khanty-Mansiysk Autonomous Okrug - Ugra in the Federal Assembly

- Anatoly Tsykalov, Deputy Chairman of the Government of the Krasnoyarsk Territory

- Gavril Kirillin , Minister for External Relations and People's Affairs of the Republic of Sakha (Yakutia)

- Natalia Slugina, Deputy Chief of Staff, Head of the Office for International Cooperation and the Arctic of the Office of the Governor and Government of the Chukotka Autonomous Okrug

- Hulda Sif Hermansdottir, Advisor to the Mayor of Akureyri

- Raimo Holster, Administrative Director for International Cooperation - Regional Council of Lapland

- Evgeniya Baryshnikova, Deputy Director of the Department of External Relations of the Yamalo-Nenets Autonomous Okrug

In their speeches, all regional coordinators noted the importance of joint work in the northern regions at the sites and projects of the Northern Forum.

Vladimir Vasiliev, Acting Executive Director of the Northern Forum, made a report on the activities of the Northern Forum and announced the prospects for the development of the organization.

New working groups were presented:

a Creative Industry (represented by Eduard Isakov, Representative of the Governor of the Khanty-Mansiysk Autonomous Okrug - Ugra in the Federation Council of the Federal Assembly of the Russian Federation, Khanty-Mansiysk Autonomous Okrug-Yugra) and

a Parliamentary cooperation (represented by Viktor Gubarev, Deputy Chairman of the State Assembly (Il Tumen) of the Republic of Sakha (Yakutia).

 

The winners of the Northern Forum 2020 project competition spoke about their projects, their implementation and expected results. We remind you that these are 4 projects:

- Juniors of the Arctic - Vera Cherkasova, Director of the Taimyr College, Krasnoyarsk Territory

- Ecological Ark - Vera Cherkasova, Director of the Taimyr College, Krasnoyarsk Territory

- Restoration of natural ecosystems and ecosystem services for adaptation to climate change - Tatyana Minaeva, Associate Professor at Ugra State University, Senior Researcher at the Center for the Conservation and Restoration of Bog Ecosystems of the Branch of the Institute of Forest Science of the Russian Academy of Sciences

- New cities on the old land - Elena Menshakova, Director of the Museum Association of the Nenets Autonomous Okrug

 

Rector of the Arctic State Institute of Culture and Arts (Yakutia) Sargylana Ignatieva presented the project of the magazine "Culture and Art of the Arctic" for the possibility of publishing under the auspices of the Northern Forum.

Halldor Johansson, Director of the Arctic Council, Akureyri, Iceland spoke about plans to create a new type of Northern Forum activity - the Northern Forum Foundation.

Tamara Mordasova, Head of the Interregional Scientific, Technological, Business and Educational Partnership "Sustainable Development of the Arctic Zone of the Russian Federation" shared her ideas on promising areas of cooperation.

 

Since 1996, the project of the Northern Forum, the Youth Ecological Forum, has been carried out. At the meeting of the Committee of Regional Coordinators, Angelica Gavrilyeva, Director of the Berdigestyakh secondary school of the Gorny Ulus of the Republic of Sakha (Yakutia), spoke about him

 

A presentation was made of the projects of the working group on sustainable development of the Arctic Council, supported by the Northern Forum and proposed in priority projects:

- Children of the Arctic - presented by the 1st Deputy Minister for the Development of the Arctic and Affairs of the Peoples of the North of the Republic of Sakha (Yakutia) Sergei Neustroev

- Digitalization of the linguistic and cultural heritage of the indigenous peoples of the Arctic - presented by Anatoly Zhozhikov, Head of the UNESCO Chair of the NEFU.

 

The Regional Coordinators reviewed the resolutions proposed by the Northern Forum Secretariat and, after discussion and some amendments, agreed on their submission. Further, the discussion of the Naryan-Mar Declaration of the Northern Forum took place, as well as the determination of the place and time of the next meeting of the Committee of Regional Coordinators of the Northern Forum.

 

 

April 29 began with the first Roundtable on Culture on the topic “Geocultural Identity of the Northern Regions”. The round table was moderated by:

 - Andrey Borisov - State Counselor of the Republic of Sakha (Yakutia), Chairman of the Northern Forum Working Group on Culture

- Sargylana Ignatieva - Rector of the Arctic State Institute of Culture and Arts.

- Dmitry Zamyatin - Head of the Laboratory for Comprehensive Geocultural Research of the Arctic of the Arctic State Institute of Culture and Arts, Chief Researcher of the Graduate School of Urbanism named after A.A. Vysokovsky.

Many well-known experts in the field of culture and the creative industry spoke out, and a separate resolution will be drawn up at the end of the round table.

 

On the same day, at 14:00, a meeting of the Council of Governors of the Northern Forum was held on the topic “The Northern Forum and the Russian Federation's Chairmanship in the Arctic Council”. Governor of the Nenets Autonomous Okrug Yury Bezdudny welcomed all the participants of the XIV General Assembly to the hospitable land of the Nenets Okrug.

 

Welcoming speeches were also delivered by Nikolai Korchunov, Ambassador-at-Large of the Ministry of Foreign Affairs of the Russian Federation, Senior Official of the Russian Federation in the Arctic Council and Anatoly Bobrakov, Deputy Minister for the Development of the Far East and the Arctic of the Russian Federation.

 

Governors and authorized representatives of the regions-members of the Northern Forum made important reports on the participation of regions in the implementation of the Program of the chairmanship of the Russian Federation in the Arctic Council and on the events dedicated to the 30th anniversary of the Northern Forum in the regions. Speeches were heard:

- Aisen Nikolaev, Head of the Republic of Sakha (Yakutia)

- Natalia Komarova, Governor of the Khanty-Mansiysk Autonomous Okrug - Ugra

- Mika Riipi, Governor of Lapland Province

- Astkhildur Sturludottir, Mayor of Akureyri

- Alexandr Majarov - Deputy Governor of the Yamal-Nenets okrug, Director of the Department of External Relations of the Yamal-Nenets okrug,

- Anatoly Tsykalov - Deputy Chair of the Government of the Krasnoyarsk Territory

- Natalia Slugina, Deputy Chief of Staff, Head of the Office for International Cooperation and the Arctic of the Office of the Governor and Government of the Chukotka Autonomous Okrug

- Dmitry Korostelev, Advisor to the Governor of the Kamchatka Territory.

Following their reports and presentations were presented by experts of the Arctic direction:

 

Deputy Director of the Department for Technology Development and International Cooperation in the Far East and the Arctic of the Ministry of the Russian Federation for the Development of the Far East and the Arctic, Chairman of the Working Group on Sustainable Development of the Arctic Council, Oleg Solyakov, spoke about the interaction of the Working Group on Sustainable Development of the Arctic Council and the Northern Forum.

 

Professor of MGIMO of the Ministry of Foreign Affairs of Russia, head of the international group of experts on the SECEG (Social economy culture expert group) project of the Working Group on Sustainable Development of the Arctic Council Yulia Zvorykina shared her vision of the importance of the role of the expert community in the sustainable development of the Arctic.

 

Chief Expert, Head of the Department of External Relations and Work with Business Councils of the Chamber of Commerce and Industry of the Russian Federation Dmitry Bystrov made a report “Activities of the Chamber of Commerce and Industry of Russia in the Development of International Business Cooperation in the Arctic”.

 

The Executive Director of the Northern Forum Vladimir Vasiliev spoke about the participation of the Northern Forum in the implementation of the Program of the Russian Federation's chairmanship in the Arctic Council.

 

Deputy Director - Head of the Department of State Youth Policy of the Department of Youth Policy and Tourism of the Yamalo-Nenets Autonomous Okrug, Head of the Project Office of International Youth Cooperation in the direction of "Russia - the Arctic Council" Andrey Kozlov made a report on the activities of the Project Office of International Youth Cooperation in the direction of "Russia - The Arctic Council.

 

Daryana Maksimova, Deputy Executive Director of the Northern Forum, presented the youth projects of the Northern Forum.

 

Savina Danilova, Head of Partnership and Acceleration Programs of Yakutia Venture Company JSC, coordinator of the Northern Youth Forum and Ekaterina Sofroneeva  doctoral student at Vaasa University ( Finland), coordinator of the Northern Youth Forum.

 

At the end of the Meeting of the Council of Governors, the Sign and Certificate of the Chairman of the Northern Forum was solemnly presented to the Nenets Autonomous Okrug, the Chairman of the Northern Forum for the period 2021-2023 was elected - Lapland, a number of resolutions important for the successful operation of the Northern Forum were signed, as well as the Naryan-Mar Declaration of the Northern Forum.

The Northern Youth Forum (NYF) is a youth wing of the Northern Forum, consisting of representatives of young people from the age of 16 to 40 years.

Mission of the NYF is to strengthen the spirit of trust and cooperation between young representatives of Northern regions and countries at the stage of personal and professional views’ formation.

Goal of the NYF is to promote the interests and views of young people in solving the problems facing the Northern Forum by using the potential of international youth cooperation.
