By 2026, profiles of the northern regions of Russian Federation will be compiled.
As part of the university's development program, scientists at Tomsk State University (TSU) have developed a model for assessing the sustainable competitiveness of regions, which comprehensively determines the nature of the development of territories, said Daria Chernikova, Deputy Director of the TSU Research and Education Center for Urban Studies and Regional Development, at the FACNT-2025 forum, which is taking place at the university. This is reported by Interfax.
According to her, at present, existing models evaluate regions according to criteria such as quality of life, resilience and sustainable development. At the same time, the assessment is often carried out separately or in pairs. The new model connects all the existing criteria.
"The prototype of the conceptual model of sustainable competitiveness is built as a system of types of capital that determine the nature of the development of the territory. Schematically speaking, we have presented this model in the form of a pyramid, at the base of which is natural resource capital. Next are infrastructure, investment, economic, intellectual, socio-cultural and human capitals," Chernikova said.
She stressed that at present the model has been tested on the example of Tomsk region. By the end of 2025, it is planned to assess the regions-members of the Northern Forum.
"The practical and social significance of the development of a model for assessing the sustainable competitiveness of regions on the example of the regions of the Northern Forum lies in the scientific and expert-analytical support of the management decision-making process in the interests of the balanced spatial development of the Russian Federation. New methodological approaches make it possible to identify weaknesses, growth points, and justify the direction of investment," Chernikova said.
Third International Forum of Associations and Consortiums of the Northern Territories (FACNT-2025) is being held at TSU from April 21 to 25. The forum is aimed at maintaining and encouraging an effective dialogue between all parties operating in the northern territories of the country, including authorities, business and the population.
