VII NORTHERN SUSTAINABLE DEVELOPMENT FORUM
REPORT
October 7–10, 2026, Yakutsk

ABOUT THE FORUM
VII NORTHERN SUSTAINABLE DEVELOPMENT FORUM (hereinafter – the Forum) is a permanent annual international expert platform for discussing the challenges and prospects of sustainable development of the North and the Arctic.
The core idea of the Forum is to unite the global community in addressing the sustainable development challenges of the northern and Arctic regions.
In 2015, at a session of the UN General Assembly, 17 Sustainable Development Goals were defined within the 2030 Agenda for Sustainable Development. Their implementation was intended to engage not only governments, but also business circles, charitable foundations, civil society, non-governmental organizations, and scientists worldwide.
NORTHERN SUSTAINABLE DEVELOPMENT FORUMt annually examines several Sustainable Development Goals and the possibilities for their implementation under the conditions of the North and the Arctic, drawing on the potential of various countries, including non-Arctic ones.
In 2026, the Forum acquired special significance as a key platform for aligning three strategic agendas: the Year of the Unity of the Peoples of Russia, the sustainable development of northern and Arctic territories, and the implementation of the project "Siberianization of Russia: Turn to the East 2.0." For the first time within the framework of the NSDF, a joint session of the Tobolsk and Lensky Clubs was held, setting a new direction for discussing the role of the Russian Far East and the Arctic in the new geopolitical reality.

MAIN THEME OF FORUM 2026
HUMAN CAPITAL IN THE AI ERA: DEMOGRAPHY • STRATEGIES • COMPETENCIES AND THE NEW REALITY OF LABOUR
Today, the geopolitical and economic significance of the Arctic has grown, and it is gradually transforming from a region of peaceful cooperation into an arena of competing interests and confrontation, as a territory of national security and scientific-technological sovereignty. At the same time, a global technological revolution is underway in the world: artificial intelligence has ceased to be a futuristic concept and has become a tool radically transforming all spheres of life and labor, here and now. At the same time, the demographic factor must be taken into account – declining birth rates in developed countries. The transport and logistics development of Asian Russia is becoming one of the key conditions for the practical implementation of the project "Siberianization of Russia: Turn to the East 2.0."
The rapid development of AI represents both an enormous challenge and an opportunity: the risk of "digital inequality" between Arctic and other regions is intensifying. Traditional skills are becoming obsolete – new competencies are needed ("Arctic Skill 2.0") in traditional industries, digitalization, and creative industries. The Forum's infrastructure agenda was examined through the lens of human capital: how to attract and retain young professionals and families in the North, how to train personnel for the new economy, and how infrastructure and industrial projects create jobs and improve the quality of life in Arctic cities.
Sustainable Development Goals examined at the Forum: Goal 8 (Decent Work and Economic Growth), Goal 3 (Good Health and Well-being), Goal 9 (Industry, Innovation and Infrastructure), Goal 11 (Sustainable Cities and Communities).
